If I click on the icons in the status bar, they do change color/highlight as if the mouse pointer is over them, but nothing happens other than that. If I start konsole or Firefox, touching works as expected. Like Simon, i'm also using Ubuntu 13.04, with only the kubuntu-active-ppa for the plasma active packages.
