We have a Microsoft consultant onsite and we just completed one of our many
domains that fits your situation. You are on the right track with the
following changes.  

1.  The new BDC, after synchronization, should be promoted to PDC.
2.  Upgrade the new PDC to 2000.
3.  Rebuild your old PDC with a fresh install of 2000.
4.  Bring the fresh 2000 online, replicate and then demote the upgraded 2000
machine.

The only issue you might have is which machine you would like to keep
active.  Which machine do you want to be the 2000 DC?

Suppose a WinNT network with 15 servers, using the PDC only to authenticate
logons for 400 users all using NT Workstation with mandatory profiles.

Would these early steps of a migration plan make sense ?

1. Set-up and synchronise a new BDC, then take it offline.
2. Upgrade the PDC to Win2K and leave the remaining 14 BDC´s and Members
servers unchanged, running NT 4.0 for the time being.
3. Upgrade all users clients to 2000 Professional and use the new Win2000
Domian Controller to control group policy for the logons.

Will this work ? Will I be able to make use of group policy to control users
desktops or does the entire other modifications ?
