[ActiveDir] Software Installation privilages

How do you assign just the ability to install software on a local machine.  I cannot find this permission under the local Group Policy User Right Assignment.  As well I cannot find this permission under the domain based Group Policy, so does it have to be done through the delegation wizard?  If so, how is it accomplished?
