See Q283133.  Verify that the sysvol is shared out on your running DC.  

There are a lot of Q articles on this type of error.  Do a KB search on
http://Support.microsoft.com

had the same problem. Set up Microsofts DNS on your DC. 
Add your DNS-servers IP-address to the reverse lookup zone manually. 
Test your DNS with nslookup from command-prompt.
