There is the adduser utility from the 2000 resource kit that allows you to do this.  It's command line and very easy to use if you already have the formatted user list.  If you are talking thousands of users, try to break them up into chunks to help you verify the additions.  We were moving about 3,000 users so I broke them up into 1,000s.

What is the easiest way to add a large amount of users (incl. groups)/computers to Active Directory Users and Computers. The OU's are already created and need some way to import the data in some sort of format *.csv/*.txt etc. Think that the only benefit of having to do it one by one is that I will at least have a job for the foreseeable future.
