Problem with software installation using Group Policy objects

I am doing some testing of software distribution using GPO�s with no
success.

Other areas of the GP are successfully being applied but the software
packages are not being installed at login. Here is what I have tried

Scenario 1 - Software installation based on User
- I created an OU called "Managed Users", placed a user in the OU and
assigned a GP to the OU. The basic policy settings such as Desktop, Taskbar,
etc are being correctly applied when the user logs on.
- I created a share on the Domain Controller called "Software Distribution",
published it in the AD and made sure the access settings are working. The
user has full access to the share from their workstation.
- I placed the ADMINPAK.MSI file in the share
- I modified the GP applied to the user under "User Configuration" to
publish the ADMINPAK.MSI when the user logged on. The path to the software
is relative and not absolute.

It didn�t work !! I can however manually install the package from the server
share, so I know that all the permissions are correct.

Scenario 2 - same as above but applied to "Managed Workstations" with the
Software settings being configured under "Computer Configuration" in the GP.

I have generated a log file for logon and can see the basic GP settings are
being applied but there is nothing regarding the software package..not even
an error message. There are also no errors recorded in the Event Viewer
logs.

There are no other policies set for the Domain and there is no conflict with
GP blocking or override.

So what am I missing ?!?
