[This must be FAQ of the century -- I'm not blaming people who ask this
very reasoanble question, I'm blaming Microsoft for not documenting it
well enough.]

Install adminpak.msi from Windows 2000 Server.  It's on the CD-ROM but I
prefer to use the compy from %SystemRoot%\System32 on an installed
server as IIRC it gets updated by Service Packs.  This will give you all
the administration tools, including things like DNS and DHCP.

Note that this adminpak.msi doesn't work on Windows XP.  You need the
one from a Windows .NET Server beta for that.
