Yes, we have looked at that Q article, but this is not a parent/child or sibling relationship problem. I want to allow non DomainAdmins within our domain to be able to replicate within this domain.
A lot of our testing is done by non DomainAdmins. Because replication happens every few minutes, it can take upwards of 10 minutes for all of our domain controllers to find out that a change has been made.
Any other suggestions?

I'm not certain I understand what you're asking for. Active Directory
replicates by itself, no user intervention required.
What is it that they are trying to do now that is not allowed? What steps

administrators to replicate AD, but we do not want to make them
DomainAdmins. Has anyone run into this before? Has anyone sucessfully
figured out what rights a user needs (short of full DomainAdmin status) to
