This may or may not help, but I thought I'd mention it: There is a simple way to augment autosite coverage. You could set regkeys to specifically assign certain DCs to cover the 'DC less' site.
The keys are type REG_MULTI_SZ and should go under HKLM\System\CurrentControlSet\Services\Netlogon\Parameters. SiteCoverage: This is a multivalued property that lists the sites the DC will register for. This is IN ADDITION to the site the DC is actually in and the list of sites determined by autosite Coverage. GCSiteCoverage: This is a multivalued property that lists the sites the DC will register for in the role of a GC. This is IN ADDITION to the site the DC is actually in. The alternative to defining sites for each physical location would be to configure the Sites covering the physical locations that have DCs to include the subnets of the other physical locations that do not. Although it might involve more initial work, I prefer the first option as it is more in-line with the concept of a Site being a collection of subnets that have high-speed connections.
