First of all, it won't be applied to any NT clients.  You would have to
manage them with NT Policies.  GPO's only work on 2000 and above.  Second,
what is your Active Directory Structure like?  Is there only 1 Group Policy
for the entire domain?  Or could there be conflicting GPO's?  If there are
multiple GPO's, the last one applied always wins.  You can also take a look
at running gpresult on any of the computers in question.  It is available in
the Windows 2000 Resource kit, and will show you the result of all GPO's
being applied on the computer and user logged in.

I am just a beginner when it comes to Active Directory but I just
implemented 
my first Group Policy, which entailed locking down the Wallpaper settings
under 
the Display properties and specifying an image.  It worked for Windows XP 
clients but for Windows 2000 and NT clients, the image specified in the
policy 
doesn't actually appear on their desktops.  The image is specified as the
one 
selected under the Display properties in the Control Panel though.  The
image 
is stored in a public folder on a domain controller where everyone has read 
access.  Any suggestions why this is occuring?
