I've not tried this myself, but I would think you have to link the Default Domain
Controllers Policy to your new OU.
Can I ask why you would want to move the DCs from the default container?

I need to move the DC's from the Domain Controllers OU. Can I recreate the Domain
Controller OU elsewhere then link it to the new DC OU or do I need to link it from the
existing Domain Controllers OU.
