You can put every documents (file) in Active Directory.
If you want you can extend the AD to get specialized object.


For example:
in mmc AD Active Directory users and computer after you have checked on
in 
menu view
- User menus etc.
- Advanced features
you can add in several node a shared folder (sic!)
when the dialog appear you can insert your doc (that is not a shared
folder 
but the system doesn't know it)
(.jpg, .bmp, .tif ?) or every type of documents (.doc, .xls, .htm)
also program
(Es: c:\myPhoto.jpg)
after you go on this icon (a shared disk) and select in the popup right 
mouse menu the item
open
and you view your docs by the program linked in miming relation (Paint, 
photoshop, Iexplore ?).

You can make this also in web form (Http:\\mySite\admin.jpg)
So if you want customize a mmc view that capture the item (name user)
and 
display (or execute a command that display) the image (photo).

Obviously you can make all this by programming but if it'possible by 
interface ...
