Have a look at ADMT 2.0, which you can find on the Windows .NET Server RC1 CD under the I386 directory.
It offers a number of improvements over the first version of the tool. It now has better scripting support, as well as the ability to migrate passwords. Of course, there are 3rd party tools that do this too.
