I beg to differ - in all reality the site design (central site, hub and
spoke) is a good one.  No problems there at all.  It's a matter of
making decisions on WHO should be talking to whom.  You are, however
asking the right questions.

Interesting, however that I just read an article last night that pointed
me to this exact question.  I'd recommend reading through this, get your
arms around your current situation, then pose the narrower questions
back to us.  In all reality, the author does such a great job in
explaining the subject that I'd do a disservice in trying to paraphrase.

BTW - this article is worth it's weight.  Well done and quite thoughtful
and though provoking.
