Check your defaut DC policy and make sure that the right for "enable users and computer accounts to be trusted for delegation" isn't too restrictive and you should also check the computer object of the DC that your are trying to demote and verify that "trusted for delegation" is checked. The right to "access this computer from the network can also cause this problem" if it is too restrictive.
