In addition to what Tony said you should investigate what the users are
doing at the time the account lockouts.  In some cases account lockouts
occur when an app that has cached the users credentials has not updated
them. Because of that the app tends to send the old credentials to the DC
and locks the account out.  If the clients are using OWA you may want to
reset the IIS token cache.

You should also verify that replication is working properly.  If you have
sites make sure that you unlock the users account on a DC within the clients
so that you don't have to worry about the replication delay  between sites.
