Roger,

In answer to your first question--SMTP is not desirable because it would
necessitate a separate domain.  We currently have only 2 domains (one of
which is an empty root) and prefer not to add another if at all
possible. We've invested a lot of time to clean up our NT domains and
don't want to head down the road of multiple domains again. 

Second- My intention is not to put a DC at the location. The location is
fairly small (<50). I'd still like to have a better idea of what is
acceptable latency in case other options for connectivity become
available (i.e., microwave).

Two things.

First - why is SMTP replication not an option? That seems like
needlessly removing the correct answer to the problem. SMTP replication
is designed for high latency, low bandwidth links.

Second - Have you considered not putting a DC there at all? If it's a
small site, it might be worth having them authenticate across the Wan.
The more I think about it, that's probably not a great option, however.
