I haven’t been following this thread very closely, so I don’t know if this is repeat information:

 

Keep in mind that this is not a replicated attribute of the user object.  This is per domain controller.  So, you need to check each of your DC’s to find out exactly when the last time this person logged in is.

You could check the password age (assuming users are forced to change their passwords every now and then).
