Windows XP and Server .Net have the snapin 'Resultant set of policies' do show exactly what you have requested. Alternatively look at Fazam, ActiveAdministrator, etc. MS in their infinite wisdom did not provide a set of COM objects for GPO management until .Net but have been told these can be pulled and registered on 2000 althouh I have not tried it.
