99 out of 100 times, when you see 'RPC Server is Unavailable' it means that it tried to find a system (the RPC Server - IOW, a DC or other system) via the normal name resolution means and failed. This would point to either DNS problems on your DNS server or incorrect TCP/IP settings on your client system (even if that happens to be another server).
Run NetDiag and DCDiag in verbose. This will typically point you in the right direction.
