     We had a similar problem.  See http://support.microsoft.com/default.aspx?scid=kb;EN-US;Q258267 for details.  There is currently a 512 character limit on the caption.

I configured a Legal Notice Caption with Group Policy.  The Caption is not displaying correctly on Windows 2000 machines (server and workstation), but does displays correctly on Windows XP machines.  The Legal Notice text has commas which we have determined are the root of the problem.  On Windows 2000 machines the Legal Notice Caption is cut off at the first comma.  When I remove the commas and replace them with dashes the entire message is displayed.  Has anyone else experienced this problem and if so what did you do to correct it?
