I'm
sure that there is an upper limit, but it likely exceeds what you can
apply. Given that most (if not all) policy is a link, then the limit
should be very high. I personally have worked with environments (200k plus
users) that have had as many as 10,000 policies to govern
usage.
And,
just to point out - contrary to popular belief, the average policy (minus those
that apply software) has a minimal impact on logon or computer startup
times. Changes in security that might be applied via policy have a greater
impact on this than the elements that are applied through Administraative
templates, etc.
