[ActiveDir] AD Management

The question I have is that I loaded the Admin tools on my XP Pro workstation and when I look at AD with it some of the items are missing such as Dial in and I have to go to a DC to configure it as well as Domain Security policy.  Is there anyway too get all of the tools and functionality of AD with a XP desktop?
