Read the GPMC whitepaper, it explains the adm templates quite nicely. Specifically pg 
29-30 http://www.microsoft.com/windowsserver2003/gpmc/gpmcwp.mspx

In a nutshell, you want the latest adm files on your sysvol, settings that aren't 
applicable to a platform won't be applied.

Like the article you quoted says-

"Microsoft recommends that you edit upgraded GPOs from Windows XP-based clients. You 
can perform subsequent management of these GPOs (such as linking them to domains or 
organizational units) from the Windows 2000 Active Directory management tools."

The tool of choice is GPMC.

I have read a q article that talks about upgrading GPO object to Windows XP.
If I upgrade a GPO to a windows XP version, can I continue to modify it from
windows 2000 clients or do I have to forever continue to modify it from a
