What you do not want to do is run the E2k ESM against an E2003 server unless the Exchange 2000 Post-SP3 Roll-up has been installed on the admin machine.
Setup will prevent you from installing the E2003 admin tools on an E2000 server however.
I have never heard that you can not use the E2003 Esm against a E2k Server.

I had someone tell me that it was not “safe” to run the 2k3 tools against a 2k domain, is this true or is it just a matter of opinion?  Sorry if this has been brought up before…

I think if you have a beta or full release of 2003 server you can install adminpak.msi on XP and have your tools there.
