Simply hiding the screensaver tab should do it.  This way the users cannot even get to the tab and see it to change it.  If your using a custom .scr, define that as well.

I currently have a 15 min screensaver timeout set in my GPO but I haven't defined the screensaver.  If a user changes their screensaver, they are able to change the timeout - it is no longer grayed out.  Is this a bug or do i have to define the screensaver as well?
