IIRC, it looks at the source NT4 username and compares that against either the target AD "User Logon Name" or the target AD "User Logon Name (pre-Windows 2000)". If they match, then it's viewed as a conflict and handled according to the option you choose. If there's no match, then it goes ahead and creates a new user object.
