I've tried to do this sort of thing before and yes, there are ways around
the IE Kiosk mode.  What we ended up doing was getting the dev guys to write
a custom application that simply had a webbrowser control in it, and we
disabled the close, minimise, maximise functions of the application, and
trapped keypresses (like Alt-F4) - basically so it couldnt be exited. The
policy had the shell set to this custom app, and off it went.

May be something to look at.
