I believe they are still cached, and controlled via GPO.  Turning the cacheing off can 
increase security but at a cost.

By default, are credentials cached on Windows Server 2003 domain
controllers?  We're hoping not but is it the default for them to not cache
or do you need to set that somewhere in the domain controller group policy?
