Remember this is not AD replication- repadmin this just provides evidence that the underlying AD infrastructure/dependencies are ok. With the latest ver of ntfrsutil you can force replication, but you are better off forcing with FRSDiag.
What are the latest events in the FRS event log. Are you logging any errors in any of the other logs?
