We've had a multi-DC, multi-site AD lab in place for well over a year
(still waiting for the green light to implement)and have found that sites
could definitely help us manage replication traffic. However, we also
found problems with replication in our testing. We have a need to urgently
replicate account lockouts, clearing account lockouts, and when accounts
are disabled. From what we've read and seen these urgent replications do
not occur intersite when the intersite replication window is closed unless
we enable change notification on the DCs. Enabling change notification
appears to effectively circumvent the replication window entirely, thus
eliminating the benefit of replication windows. Granted, we still have the
intersite traffic compressed. We will be Windows Server 2003 and our user
domain (roughly 150 sites) will be running in Windows Server 2003
functional level.

Anyone else have this issue and how have you resolved this or have we been
missing something all along?

Thanks!
