you won't find it there - this is a User Right in the Default Domain Controller Policy and not a property pemission.
 
See the other thread in this forum ("[ActiveDir] Add computers to domain permissions"), which sufficiently explained how to handle permissions in AD to add computers to an OU (in short: grant Full Controll, Create and Delete permissions for Computer Objects on the OU of your choice).

Does anybody know offhand what the per-property permission key is on the dssec.dat file so that we can view the “Add Workstation to Domain” right over ACLs and delegation on OU’s in AD?
