I had exactly the same problem but I had a mix of NT and Xp Clients with
roaming profiles on the same lan. If I always logged in on an NT box, no
problem. If I logged onto an XP box after I had logged onto an NT box, the
logon took forever, then if I logged onto an XP box there was no delay.

I had no caching of profiles on local machines, so the profile was
downloaded each time. Once I got rid of the NT boxes, my problems
disappeared.

First thoughts are:

-Roaming profiles aren't very quick ever, especially if the server storing
them is on a different network

-There could be a problem with the MTU sizes involved across the VPN
concentrators. Do a search on Technet for PMTU and see if you can set a
client's MTU size in the 1300-1400 range, then try it again.
