Steve, In my testing, I've upgraded member servers that were running CA and RADIUS (IAS) - specifically for VPN related services. Upgrading to 2003 didn't cause any problems that were noted.
Caveat - not production, and not a DC. Testing was done via some automated tools and some real-time interaction with other folks who used the production VPN solution.
