OK, given that, do any of you guys allow your users to install their own software 
locally? If so, how
do you handle the issue with them not being local administrators, given that many 
packages won't
install with Power Users rights?

No, the token (which includes group membership) is generated only during
login time for both users and computers.  So if you add a user to the
local admins group, that user would need to log off and log back in for
the new memebership to take effect.
