Yes ... EA permissions are required to create CrossRef objects which represent partitions within a forest (in this context, a partition equates to a domain). You can, however, precreate the CrossRef as an Enterprise Admins member and delegate control over it to a suitable user who will perform the DCpromo operation. The "precreate" option can be found within NTDSUTIL.
