Any reason you don't want to use OUs for this specific purpose?

method
This is doable, but it's tedious, especially if you are still going to create
geographically-oriented Domains as you planned. An alternate path would be to
upgrade the 5.5 to 2000 as part of your AD roll-out project. Then, when you
are done with the all the rest of your tasks, upgrade the Exchange 2000 to
2003. I know that you will have to pay for an Exchange 2000 that you will not
use for very long. But, being an Academic institution, the cost of the
Exchange 2000 should not be too high or higher than the cost of doing manual
moves.

It's an opinion.

Subject: [ActiveDir] Exchange upgrade before or after

We are moving to AD in January. We currently have two domains. One domain
has exchange 5.5 and most of the user accounts, the other has the rest of the
user accounts.

We will be using an empty root domain for political reasons. Once we have
our basic upgrade completed we are going to create additional domains and
sites. We'll then divide up the users by geographical area (new domains).

My question is:

We're going to upgrade the exchange to 2003 using the move mailboxes method.
My inclination is to upgrade the exchange servers before moving them or the
user accounts into the new domains. Ultimately the exchange boxes will be
moved into the domain that the serve.

Does this make sense or would things be easier if we created the domains,
moved the 5.5 boxes and their users before upgrading?

Thanks much for any advice.
