Thanks Bob and Jeremy!  That was the solution.  Now...for curiousity's
sake...anyone want to conjecture as to why we need this workaround?

I had this same problem and as a workaround I logged into the server as the
local admin.

I'm attempting to import a DHCP database to a Win2003 member server using
netsh. The database was exported from a Win2000 machine using DHCPexim.
When I run "netsh dhcp server import <filename> all" I get an "access
denied" error.

This is a lab environment and I'm logged on as a member of Enterprise
Admins.

I'm following kb Q325473.


Any idea?
