Start -> Programs -> Administrative Tools -> [Local Security Policy | Domain Security Policy | Domain Controller Security Policy]   Choose the right one as appropriate.   Then it's Security Settings -> Local Policies -> User Rights Assignment -> Act as part of the operating system   Remember!
