I just did this with office not sure if it's the same method with 2k/xp.
I used the Office Reskit application for Custom installation to create a
custom MST Transform file which I applied to my network distribution
point for office. Using the MST I was able to auto configure new user
accounts after initial push of office package. You can easily push
office packages with customized MST files via GPO.

Which gives you some registry control for customizing office xp
installations (using a similar method)

You can also look at the MS Office 2000/2003 Resource Kit's, they
contain custom adm's for Office/Outlook.

The reskit's also contain the Profile Wizard that you could use to
customize these type of settings through a login/start-up script through
a GPO.
