I don't know about SQL2000 but you can certainly install Exchange 2003 on a Windows 2003 DC - I am in a test lad working on such a system as we speak!!!!;-)
If you do require separate boxes but don't have them, then why don't you explore something like VMware where you can run separate machines on ONE machine!!
