I seem to have a little issue with changing passwords.
 
I first noticed it when the Exchange OWA wouldn't allow passwords to be changed.  The screens all come up just fine, but any properly formatted attempt at changing the password returns a message indicating that the complexity, history, and length were improper.
 
After re-doing the OWA change password setup, it still fails.
We then noticed that you can't change your password from any domain member server either.  My login is Enterprise, domain, schema, etc etc administrator group member.
Changing password from ADUC works just fine.
Users from a member workstation can change their password, but they can't from a TS server login (member server).
 
event ID on DC is 576 for the login that attempts to change PW.
event ID on member server for the login attempt that tries to change PW shows 576 (login) and 578 (priviledge use).
 
Domain = 2k3
domain controllers are 2k3 (DCs and GCs)
member servers are 2ksp3, 2ksp4, and nt4sp6a.
 
Any thoughts on where to look prior to calling PSS?
