Except he should have no problem moving that role. If he can't move it means one of two things in my book...
1. Bad communication. 2. User trying to move the role isn't in the Schema Admins group. Number 2 is easy to check out and a lot of people don't know you need to be in that group to move that role. If it checks out, I would deep dive communication and replication.
