Except he should have no problem moving that role. If he can't move it means
one of two things in my book...

1. Bad communication.
2. User trying to move the role isn't in the Schema Admins group.

Number 2 is easy to check out and a lot of people don't know you need to be
in that group to move that role. If it checks out, I would deep dive
communication and replication. 

I would work out what is wrong prior to doing anything else.

A hypothetical.. Say I find that I simply cannot move the Schema Master role
from the server sitting in the DMZ. I have tried everything, and nothing
works. What would be the downside of running ADPREP /FORESTPREP on that
server, and proceeding with the 2003 upgrade as planned? Anything?
