Have you tried running this on amachine that isn't locked down with any
security policies? If so does it work? What if you log on with admin ID? 

For app troubleshooting like this it is also good to go get tools from
sysinternals to see what registry entries it is attempting to read/change
and files as well.

was expecting the application (or one of its components) that fails to log
something to this file but this appears not to be the case
