You need a 2003 DC--at least one-- in the forest where you want to run a planning exercise. The client OS really doesn't matter, because what planning is doing is performing a what-if analysis for the effective policy that a given user or computer receives based on their location in AD and the GPOs they are subject to. In other words, all the planning happens on the 2003 DC but the client being planned for can be anything.
