Robert- I've seen this behavior too, and yes, manually adding the XP ADMs into a GPO is safe. However, because XP is supposed to support this automatically, you might want to check the following policy on your XP machine that you're using to edit those GPOs: User Configuration|Administrative Templates|System|Group Policy|Turn off Automatic Update of ADM files to make sure this isn't enabled.
