You can definitely do this with group policy, and the office team has
put a great deal of effort into documenting this too. It's actually
pretty straightforward. I have a short writeup of what to do on my blog

Once you get the base admin point created, you're going to need to apply
all the patches on the office site to the admin point. This is
straightforward to do, however it does require some fun in a command
prompt:

Grab all the patches here:
http://www.microsoft.com/office/ork/updates/2003/default.htm and extract
them some where convenient

-us/exc1002a.mspx. It's for XP, but the procedure hasn't changed at all.
