"you can remove it" ? 

Are you sure? You should likely be sure that you have it elsewhere to be
sure you're not removing something you need. Since it is there (and as Joe
says, it's likely from a once failed install) you should be really careful
to understand why it's there and how it got there.  If you have access to
the dc it got installed on, take a look at the exchange install logs to see
the history of why it's there.  Should be on the OS drive off the root.

this object, you may be forced to reinstall all Microsoft Exchange servers

management console, and remove the Microsoft Exchange System Objects
container."

Very strange, it shouldn't be there, you can remove it. I have only ever
seen that in place when the ADC was installed on a machine.

Ewww. No you shouldn't have that there unless did you install the ADC on the
DC? Even still, I wouldn't expect it under the NTDS Settings.... It should
be at the same level as NTDS Settings if I recall correctly.

this and did you have Exchange running on a DC?

and how does exchange or ad pick which server to place it under?
finally, if i'm decomissning  that server, how do i move this folder or will
it move automagically?
