That is correct. The outbound is change notification partners. Unless you
have set the site link to be change notification based or have another DC in
the same site you should not see change notification outbound partners.

When I do repadmin /showreps on one of my test DCs, it shows no outbound
replication neighbors.  I have 2 sites (A and B), with 2 DC's in site A and
1 DC in site B.  All one Domain, Windows 2000.

The DCs in site A show inbound and outbound replication partners, but the
lone DC in site B shows only inbound.  KCC is on, no preferred bridgehead
servers, no errors in the Event Logs, no special tweaks, dcdiag comes up
clean.

If I create an object on DC3 in site B, it gets created on site A DCs, so
I'm guessing everything is as it should be.  So, are outbound replication
partners more of an intra-site thing?
