I think Rob and I both made the assumption that you just had one existing site, based on the wording in your original email. Actually, the auto site coverage works the same way for all sites. Basically, a DC will check (upon start up) to see whether there are any DC-less sites. If it finds one the DC will determine whether it's own site is the closest to the DC-less site (using site link cost information). Based on this information the DC will publish the relevant DNS SRV records for the DC-less site if it finds that its own site is the "closest"
